Tempus regit actum could be translated as "time governs the act".

This Latin phrase is used in Law to doctrinally identify the principle of non-retroactivity of criminal regulations.

This principle generally involves legal necessity (recognized in our criminal law ) that the accused be judged in accordance with the law that is in force at the time of committing the crime.
